youtube I mainly used so people can upload videos for fun or even to promote business these videos can be shared can have likes and dislikes.

There is no requirement all you have to do is have access to the internet and if you wanna subscribe or anything like the you need to make an account.

You must have a YouTube account to upload and the video must be formatted in an acceptable video format that YouTube will accept

That means they should not upload videos they didn't make, or use content in their videos that someone else owns the copyright to, such as music tracks, snippets of copyrighted programs, or videos made by other users, without necessary authorizations
